4. Culture.

I have been in 16 countries, and had enough time in each to see more than the tourist side of them... and have been in 45 of the 50 US states... of all of them, country or state... I will stick with Idaho..... Idaho is a great place to visit... but please do not move here... too many here allready.... you will find all four of your points here... but like every where else... the more people the less freedom to enjoy life there is...

For recreation...I would choose Austria...nothing compares...you can hang glide off the austrian alps...you can ski, you can ride little car sleds down mountains, lots of fun stuff.
Tech: I would say America...sorry, but we have the best stuff.
Weather: I again would chose America...midwest...get all four seasons.
Culture: Sweden

Ireland! It's gorgeous and they used to and I think they still do, offer money to young artists to move there and be artful. The enviroment is rainy, sunny, and alot of green....and the pub and small town culture is kinda fun.

I'd say Holland but it gets too cold. Maybe Italy, or Brazil once they get a handle on their crime. Singapore and Thailand would be great choices too.
