Incest involves having sexual contact with a member of your family - mother, father, brother, sister, etc. Since masturbation is a solitary act, it cannot be considered as incest.

Mutual masturbation of a relative would be considered incest or incestual.
Solo masturbation by yourself would not be considered incest.
By deffinition incest is any sexual practice with someone of your family (other than spouse by marriage).
