A couple of years ago the NCAA started doing a "bubble" system. For the first two rounds the committee tries to place the higher seeds in a bubble that is close to their home region. Before that the all 8 first round and 4 second round games of a half bracket would be played at the same area, now the bottom half could have 4 games played in NY and 4 games played in Sacramento, etc. It is all an attempt to get more "fans" of the teams who are located regionally to be able to see their team without extensive travel in the first two rounds.
