Your mother could get a restraining order or order of child protection (what they call them varies from state to state) against the 19 year old. She should report her suspicion that they are having sex (and she's probably right) to the police. In most states it is illegal to have sex with a person under 17, but some states require the perpetrator to be older than 21. A 14 year old, however, is probably good for statutory rape in every state. Your local police can clarify this.
Your mom needs to continue taking a hard line on this. It is in your sister's best interest to stay away from the boyfriend until both of them are mature enough not to lie about their relationship.
Things will be very difficult at home while your sister goes through this. Good for you for helping out your mom!

If she cant she opens herself up for filing a false report...and Perjury charges...along with the MAJOR lawsuit that the boy and his family will file and WIN
If there is no rock solid proof that they were having intimate relations...I would avoid this route,,,,it opens a pandoras box if you are not 100% sure and have evidense that will stand up in court....
PS what is the Legal Age of consent in your state....Check that out too.

Unless your sister files the rape, the cops can't do anything. Well, that's what happened when my father tried to file stat. rape on a guy my sister was dating. Because my sister wouldn't press the charges, my father couldn't do anything. But, assuming that your sister has had sex with a bf is a little far-fetched. She would need the evidence. AND, because your sister is a minor, your mom should be able to find out what is in her medical records. It's when the child hits 18 that the parents no longer have the right to know.

She is a minor and if the doctor saw signs of her having sex has a legal obligation not only to tell the mother but also to report it to the police. So your mom can force the doctor to give her that info.

Yes, this man is guilty of statutory rape. Have your mom talk to the police. If your sister is in the hospital the councilors should know about this, and they will handle it.

If they are not having sex there is no statutory rape. If they DID have sex and she told a counselor or doctor, they are DUTY BOUND to inform the authorities, as it is considered child abuse. Make sure you remind them of this duty.

Talking to someone is not statutory rape. Neither is hanging out, holding hands (usually), or other non-sexual conduct.
