One of the requirements of driving a commercial vehicle is to do a "walk around" check of the vehicle's condition, and to refuse to drive the vehicle if it is unsafe. The driver, not the company is liable for the overweight ticket if you get caught, and even though the employer may claim that he will pay, if he does not the driver can be stuck with thousands of dollars in fines. I am having difficulty picturing how you can be over width with a dump truck, unless you are towing a trailer. However, again you as the driver are liable for the load and any violations. I would not drive on low or flat tires, there is too much of a chance that the tire can fail when driving. Either pump up the tires yourself or have someone do it for you. It sounds to me that the company you are working for is not the best. I would look for another job ASAP, before an equipment failure causes an accident, and you are held civilly and criminally liable.

The tires are the companies problem & should not affect your CDL record. But multiple violations of the same thing will. Under-inflated tires are NOT a good idea.
