In this formulla, if 5 multiplied by 't' is supposed to be less than 8....then 't' has to be 1. 5 X 1= 5 which is less than 8.
't' can't be 2 or higher because 5 X 2= 10, which is greater than 8.

In enginnering :
if 5xt( if t=1 or 2 or ect.) it is 5 if t is 1, the maximum tolerance should be from 5 to (5+8)=13 .
if 5x2(if t=2) =10, the maximum tolerance should be from 10 to (10+8)=18
but there is no minimum tolerance stated, so it should be :
5t<8 with">0 " , e.g. 5t<8>2 (with >2 underneath the <8), that means 5x2=10, mimimum tolerance should be 10+2=12 ,maximum is 18, thus from 12 to 18.
If there is no minimum tolerance, so "-0" or ">"is omitted
