For the sound card the best you can get is the Creative X-Fi (any version but it will depend on what you want to do with it). If you making music the the Elite Pro is the way to go and if you are just listening the X-FI extreme Music should do fine.

As for speakers you have a choice between the Logitech Z-5500 (5.1 sound), the Creative Gigaworks Progamer G550 (5.1), the Creative Gigaworks S750 (7.1) and the Creative Inspire T7900 (7.1).

All assuming money is no object.

Hi. The best sound is a personal choice. Most newer soundcards will support Dolby 5.1, so you'll need two front speakers, two surround speakers, one center channel speaker, and a sub woofer.
