What is a neuston community? I can't find a definition anywhere.?

I've looked for a definition and all I can come up with is that its a biofilm on the surface of a lake. I'm not sure that's right. I'm trying to figure it out because its going to be on a test. Any help would be greatly appreciated.

Google neuston community. Then go down to the second site, Academy Journal and you should get an abstract on it.
