Kid, no administration can get it right! Only freedom will enable the best lives through prosperity and competitive markets along with freedoms to do whatever people want without regard to an "all-knowing" political process! Politics does not look out after the people as they want you to think! It's all a scam! Fight and die for freedom! Cause to fight for freedom and liberty is to fight against the government, no matter which government it is! ~ Libertarian

They are doing what they think is right.
The problem is, they are often ignoring laws or codes of ethics in the process.
So, they are not bungling it based on their goals -- they are doing what they intend to do. They just keep tripping on the fact that what they intend to do is often illegal and/or unethical.
