I am thinking of the Road Vehicles (Construction And Use) Regulations 1986 and related legislation, and perhaps non-specific legislation regarding provision of information in cases of product liability.

If you mean is a car manufacturer under a legal obligation to provide you as a consumer with a specific parts and information for a car manufactured by them, the simple answer is no, they're not.
The Construction and Use Regulations is a huge Act but principally concerns the use of vehicles on the public highway and the standards applicable to those. It is criminal legislation, to be enforced only by the police or in some instances Local Authorities.
There are various Acts and Regulations governing product liability but they do not assist your enquiry, which is, if I may say so, much too broad.
