In windows XP+ just go to Control Panel in the start menu and Users. Then add a user there. Make it a limited user so they cant change system settings.

Turn on the guest account.
Here's how:
Click Start
1.) go to control panel
2.) click on the Users accounts
3.) a window will appear. click on the users account icon.
4.)another window should appear with icons.
5.) Click on the icon with the picture of a briefcase or it should say Guest.
6.) A window should appear with the options: Turn on the guest account or cancel.
7.) click turn on the guest account.
8.) and there you go.

of course you can.
if you are running windows XP, just go to Start-->control panel--> User account, and you can create an account for your guest.. you might wanna check this link from Microsoft http://support.microsoft.com/kb/279783. hope this helps.
