It sounds like a network issue, if you are trying to use your laptop on a corporate newtwork then the firewall is probably blocking you out. you will need a proxy to get out on the internet. If the same thing happens at home then check your nework connections, open a command prompt and type "ipconfig" then hit enter to see if you get an IP address. I

I have a laptop (WindowXP , made ACER), and from experience I can share these;
A-Computer gets slower when virtual memory (disk C)is lacking space.
B-Your computer is infected
C- Internet Connection is poor, common problem with wireless.
Remedies for each problem:
A)To check how much space u have, click on start menu, click on my computer, left-click on disk C. Click on properties to find how much quota u hve left.
To free space on ur computer, option1- empty the recyle bin if u haven't, bcoz evrything u deleted is stored there and still uses space on disk C.
Option 2- u could follow the sequence from start menu (above) to open the window showing the properties of Disk C. Click on Disk Cleanup, so that ur computer will calculate potential free space from a list of temporary files. By clicking on each file type, u get description of function and frequency of usage. Then u can check the boxes next to files u want removed depending on rational judgement. Then click on the button O.K to do disk-cleanup. Photos and mp3 also takes a lot of space. Save them on Cd-roms and delete unnecessary copies from ur comp.
B-To confirm whether ur computer is infected, run a scan check with your Norton Internet security or whatever other security feature u have. Modify the strength of security by clicking on Tools menu in Internet Explorer window, then click on security tab and choose your preference of protection. And you could also check how much protection u are getting from Windows Firewall by clicking start menu, control Panel, then Window Firewall.
C- sometimes internet connection from your service provider is poor for a day or when Yahoo /msn server is busy.Sometimes, when u access internet and spywares tries to attack your computer, it runs slower than normal. I was trying to view webcam from my friend in msn last time, my comp freezed and was slow for 2 days. You could also check status of internet connection to know where the problem lies.For that, go to start menu, control panel, network conection, left-click choose status or properties.

EDIT: Just now,I found out a few other causes when page can't be opened.
The website is temporarily unavailable.
The Domain Name Server (DNS) is not reachable.
The Domain Name Server (DNS) does not have a listing for the website's domain.
If this is an HTTPS (secure) address, click Tools, click Internet Options, click Advanced, and check to be sure the SSL and TLS protocols are enabled under the security section.

I think your bandwidth, equates to the size of the faucet and amount of water that can get thru, is too small. Then the program doesn't get an completed answer in a defined amount of time.
2 cures.
1. Set the waiting time for longer, or
2. Get a bigger bandwidth (Faucet)
