its a new rule
means that (in odi) first 10 overs fielding restrictions are applicable
after 10 overs fielding captain has choice to take 2 power plays...means that in each power play consecutive 5 overs fielding restrictions will be applicable (only 2 men ou of the circle)..if captain does not take it..after 40 overs automatically both powerplays will be taken

its a new rule , in the first powerplay 1-10 only 1 man is allowed to be outside the inner ring, in the second one 10-15 there are allowed 2 men outside the inner ring and the third powerplay which you can take anytime you want allowes three men outside the inner ring.
