Yes it's against law to indulge into any sex activity with or without consent with someone below 16. However, it's legal to have sex with someone above 16 with it's consent.
Ignorance is the culprit here. Everyone wants to enjoy peers of sex. At teenage, ones biological development is at it's peak. It's just like growing new set of wings. As soon as you get them, you wanna try it out and take a test flight without wondering that it can land you in trouble if you are not careful. It's the same with sex. As it is our organs are developed, we have the urge to test them out, urge to have enjoy like adults do.
However these teenagers don't wanna take over the resoponsibilities of an adult. I mean when talking about responsibilities, they would plainly reply, it's not my time yet. But if you try to discourage them from having sex, they would ignore all that you would try to explain and do whatever they wanna do. Infact, we have wrongly manipulated our freedom. Offering too much of liberty has it's own ill effects. Teenage pregnancy is one of them.

It is not against the law for OTHER TEENAGERS to have sex with them. Besides, this is one of those laws that are only illegal if you get caught. This is why sex education and the use of contraceptives need to be taught at an early age.

In most places it is not illegal for teenagers to have sex, it is just illegal for adults to have sex with them. Since no one wants to tell kids anything about sex, they find out on their own, often with disasterous results.

usually its because they are being abused by their parents, relatives, and everythings a well kept secret.......
