it depends on how fast they have matured...if the boy matures quickly, he may start producing sperm at age 9-10...if he matures late, it may be 12-13....it basically starts with the maturational cycle

When a boy has his 1st ejaculation he is fertile from that moment on and can father a child for the rest of his life..unless something medically happens to them or overheated for long periods of time and so on. This can be as early as age 10 or when puberty kicks in.
