A functional fixation is an inability to use an object for a purpose in a way other than which it is traditionally used. This is like a mental block, a person cannot use a tool or object in a new way to solve a problem. For instance, if a person has a book and needs a paperweight, they cannot see that they could use the book as a paperweight.
