I'm a scorpio, but I don't think that we'd be able to keep a proper throne. We'd probably sleep with the royal court and never call, so everyone would be mad at us. However, Taurus is probably the best pick to rule a kingdom. Or a Capricorn. Taurus is stable, dominating, and strives for a better life, therefore making it difficult to go to war with a Taurus. They always have a drive to make a better community, comfort is huge with Taurus, so people wouldn't be starving.
Reasons why other signs wouldn't be able to:
Aries - They're notorious for being brute and violent - make them the General or the Warlord.
Gemini - They're completely two-faced and would betray the kingdom for more power.
Cancer- The baby of the kingdom.
Leo - Would party all night and would ignore the fact that they're ruling a kingdom. Maybe queen. Would probably cheat on the king though and get hanged.
Virgo - Eh. Not exciting enough.
Libra - Would buy until the kingdom was broke.
Scorpio - Should be queen. They'd keep the kingdom lively and would provide incredible parties.
Sagittarius - Would probably be running around in France while the kingdom was in trouble.
Aquarius - Would probably make friends with the enemies and things would never get done
Pisces - Eh.
So, yeah. I hope I didn't offend people. lol.

It would make sense to rotate the signs and the throne every year.. Since every sign has positives and negatives.
For example.. year of the.. (insert zodiac sign) could work.. just like the Chinese zodiac.
The queen's position should also be rotated, but the sign should be direct opposite of the sign that is in the king's position.

In this order, the pairs of signs will reign for 1 year in a 12 year cycle. So, the cycle will begin with Aries and end with Pisces.
KING / QUEEN:
Aries / Libra
Taurus / Scorpio
Gemini / Sagittarius

Virgo / Pisces
Libra / Aries
Scorpio / Taurus
Sagittarius / Gemini
Capricorn / Cancer
Aquarius / Leo
Pisces / Virgo
The reason these signs are opposites is that they complement each other, and create an almost perfectly balanced union (when times are good), and creates intense love affairs due to their opposite polarities.

Uhm, that would be people like me, Libras. We're fair and balanced and see all sides of a situation. We also choose carefully because we know decisions impact everything. Also, Libras are vain and you don't want an unattractive leader, do you?

sagittarius - has all the elements of the others in a fair balance, but would need an organised woman (libra? ) to keep him grounded

They are the natural born leaders so why go any further!
