Strength or Stability?

Strength does not bring stability, if it did the USSR would never have fell.
Stability does not bring strength either, point in case is Cuba, they are stable, but weak.
Stability brings the possibility of co-operation, and that can bring strength. If used correctly strength can change the stability factor for good or bad.
These seem to be co-dependent things, it is hard to have one without the other for any length of time.
Wisdom is needed to maintain stability and to manage strength in a moral way. So my vote is for wisdom - which usa seems to be lacking completey...

i think that stability is more important for a country because without a stable government it can't be strong because if any disturbance or argument arises the system on which the government stands on would crumble
