A legitimate publisher will pay YOU for YOUR work, if it is good enough. Get a book from the library about how to get published and follow the directions. The book doesn't have to be complete before you shop for a publisher.
If you publish it yourself, it will cost you. There is never something for nothing. A legit publisher will pay you for your manuscript because they will make money when it is sold to consumers.

Go to the library and get the Writer's Market publication. It will list which publishers accept unsolicited manuscripts. Many do not.
Vanity publishers cost money. A real publishing house NEVER charges money. Vanity presses will publish anything, without editing or quality control. If you just want to put something in a nice binding, go to a print shop instead of those scam artists.

a REAL publisher pays YOU, not the other way around! Never pay anyone to read your book, no legitimate publisher/editor/agent will ask you to!
There is vanity publishing, which does cost money. You pay a place to print some books you wrote, but not a lot and not for commercial selling. It's mostly just to show off to your friends and say "yep, I wrote a book"

I want to write children's books too! maybe not novels.. but I heard of a book called "The Writer's market" it gives you plenty of publishers and stuff like that

I don't know what you mean by free. A commercial publisher pays you, and you get a share of what he sells. There are many who specialize in children's books.
A vanity publisher - you pay him to publish whatever you want and you handle selling.
