Will the earth’s balance/rotation be offset as the 100's of billions of tonnes of ice are melted and more evenly distributed around the earth?

It will slow down a bit from the mass moving away from the poles. Less than ten milliseconds a year.

No. first of all, earth's balance/rotation is determined by outer affects. Secondly, the ice is such a small fraction of the earths weight that it would have no significant affect.
