pichu is one of the ones where you must make it love you to evolve. feed it lots of its favorite pokeblocks (depends on what nature it has) and get it groomed a lot, and give lots of items. it will eventually love you and evolve into pikachu.

it evolves when friendship level is high enough, when you level.
different natures (hardy, bashful, etc..) get better friendships different ways. leveling up always works, and keeping in the party, while walking around contributes. never let them have less than full hp either. let them hold things, they love that. especially the soothe bell will help out. vitamins and stuff do raise happy levels, too
