i just recently sign up for payperpost.com, how do i start my own blog?

do i have to have my own website and then use it for my blog? i dont mean to sound dumb, this is my first time so i just need some tips

I started a blog at Blogspot. I didn't know what I was doing either, and they take you through the whole process step by step.
