Go to the keyboard control panel and adjust the repeat rate.

If you are using hyper terminal or some other type of emulator, just turn the local echo off. It's usually in the setting menu. If it's just on your pc in general, I don't know. Repeat rate will only affect it if you are holding the keys down very deliberately and you have to be pretty good to make it only repeat only once for each keystroke, since it will cause the letter you are holding to repeat the key until you let go.
