An "All Points Bulletin" (APB) is usually issued when there is a serious threat. A "Be On the Look Out" (BOLO) is issued where there is a known threat, or known criminal at large, but it's not as serious a matter.

Can the police issue an APB or BOLO based on loss of license? Yes, barring any local department policies to the contrary.

Will they bother? Probably not. Unless your friend driving without his license is considered a significantly higher threat than anyone else in the community doing the same thing.

They don't care what you drive on suspension, because you aren't suppose to be driving anything. He will get another citation if he is caught driving while under suspension.

I doubt it. They will only catch him if they stop him for something else.
