This is not too normal, but I don't think it is a critical condition.

My best guess with the information provided is that the turtle is growing rapidly- too much food that is possibly not the best for it.

Too often, we overfeed our baby turtles and they grow quickly- much quicker than they would in nature. Some keepers, especially snake keepers, actually WORK at rapid growth for some reason. The downside to rapid growth is that too often, the bones, etc. are not keeping up and the animal suffers later in life.

Check out the basic cares at a good site like http://www.austnisturtlepage.com or http://www.redearslider.com and make sure you are doing things right. if you are, don't worry too much about this.

If he's shedding excessively he definitely needs to see a vet. You should check and see if the skin he's shedding is thin and translucent--if it ISN'T, there's probably something wrong. Also, if the skin looks sore and red along with all of the shedding, you may be dealing with a skin fungus. If you're unsure, please take him to the vet anyway.

Here's a link to some things that can cause excessive shedding.

I have had 2 turtles before and currently have one. It's not normal for them to shed; take him/her to the vet.
