I might be missing something...but the qualities that come to mind right now are...

1. Confidence to deal with people, situations...& to be able to get around and find our way. Communication skills are necessary to be able to talk to people (getting our point across, asking questions, and relating to people in general).
2. Being co-operative & respectful. Towards people, and towards laws & rules.
3. Being financially independent. Very vital. Even if someone is supporting us, I still believe we should have the ability & skills to work & earn.

It is very important that every one must have some skill. To function a Society it depends on the person what type of society he/she is running. If it is charitable then he/she must have the capacity and capability of arranging funds with politeness
If he/she is running a NGO then knowledge of accounts, utilisation of funds and nature of work which is to be undertaken must be clear
For Others you must be a social, vocable and straight forward.
