I think you forgot the rest of the question. Of course it's okay for any person, man or woman, to masturbate. It's a perfectly healthy and normal behavior.
Unless he's doing it in a crowded restaurant, or in the second row at church...

it is completely ok for men to masturbate, if a man has a high sex drive then it can happen numerous times during the day. this is a way for men to get the satisfaction they need without the hassles and this is how men get to know and understand their own bodies and urges, and there is no chance of your sperm drying up either as there is millions of them.

Em yes of course, boys do it all the time, I do it a lot, it helps me to relax. My friends do it too. When you get the urge, mostly I think about sex when I do it. Its ok, honest it is ok.
