Nope, reporting is for sad people who have no life.

You need to narrow your question down - the picture can be hideous, for example, if they are making a horrible face or holding something hideous in the picture. Then, yes, maybe it should be reported if it is really offensive.
However, if it is just the person's normal face and your opinion is that they are ugly then it would be mean to report it - someone else might think the same of you.

It depends, some people may really look like that, but then again, if they do look like that then they should you avatar, not pictures as avatars... So it really depends on if you think the person is just putting the picture there to "SCARE" you or if they really look like that. This will detrimine wheater you should report it or not

I think they should be commended for bravery!!!!! Some of these guys and gals get an awful doing from the users over how they look!!!
Or.... now that I think about it.. maybe they need mental assistance - voluntarily putting themselves forth for the ridicule and abuse...

Haha. I don't thinks so. If you meet a hideous person in public you cannot report that person. You just don't talk to them.

possibly the two they dont have time to make or they only dont want want one freedom of determination no longer all and sundry desires to have an avatar they possibly hiding some thing they might no longer and besides who cares if somebody has an avatar or no longer some ppls avatars seem distinctive then who they are actual so ppl will refer to them its privateness and only admire it. ppl who dont have an avatar dont want one in the event that they dont want one its extra clever to be your self and not keep on with what all and sundry is doing like putting an avatar of themself on besides theres no rule on yahoo asserting that all and sundry desires to have an avatar to apply yahoo if it scares u then despite
