I grew up in Colorado and we used both terms. When it starts snowing the snow melts for a while then the ground cools off and the snow flakes begin lying on the ground and making it white. When this happens the snow is sticking.

on the other hand it will snow an appreciable amount and lay on the ground for a long period of time. All winter in the mountains.

In Oklahoma it sticks. Probably due to the snow here and in this area of the country being a wet snow as opposed to the dryer snow of some parts of the country.

In eastern PA, you're more likely to hear "lays", although "sticks" occassionally pops up.
