Yes, there is a known issue with ALL Chrysler cars for the 1996 model year. Many of them come in for emissions testing and inspection, and fail for the monitors not ready.
Chrysler is aware of the issue, and there was a "recall" of sorts. Call the local Chrysler dealer for information, and what their responsibility for reprogramming is.
Some states require them to perform the reprogramming at no-cost to you, but this car is over 10 years old, and may be outside the warranty offered.

i own a repair shop,and i have not gotten a bulletin on it yet,and they usually keep me updated on things like this,but i haven't heard anything about one,there might have been a long time ago but this vehicle is around 11 years old,and i don't know of any re-calls on that ,good luck i hope this helps.
