When the bars open on the 17th and they lose it when they wake up with a hangover the next morning. Irish don't get hangovers.

I am 100% Irish, but for you other folks, it actually happens about a day and a half before hand, just to give it time to build up in your system...

Probably as soon as the bars open. People will do anything to have another excuse to drink. Green beer is just another.
