You can check out the ARRL web site, they are the governing body for amateurs . What would be better is to find a local amateur club and go to their meetings. They are always looking for interested people and will answer any of your questions.
I will give you the link to the ARRL they may also list clubs in your area.

Join a Ham radio club.
Go to the library and get books about it to read.
