You can download a trial version of RPG Maker XP. Its a fairly complex RPG development GUI. If your interested in more advanced video game development then you should pick a facet of the game development and focus on it. Currently games are too huge for one person to program a whole game by themselves. If your interested in 3D graphics programming then you can download some open source development environments like the irrlicht engine(Doom series) or some others. The first step is choosing what facet of the game industry you want to go into.

Depends what kind of game you wish to make. If you want to make a flash game, then buy the program. Most online arcade games are made with flash. If you want to make a game with more depth, complexity, etc.. you need to learn more extensively how to code. Usually full length computer games take over a year to develop with a team of people working on it.
