There are two possibilities to your question:
1. You have integrated graphics solution that shares your system RAM and you want to increase the amount of system RAM that is allocated to video memory
Yes, this will affect overall system performance because you are in effect decreasing the amount of RAM that is accessible by the rest of the system for running applications and processes.
2. You have an add-on graphics adapter that you want to replace with one that has more VRAM.
You probably won't notice much of an increase in performance here unless you do video editing or are a gamer. More video memory means more space to cache textures and frames - increasing the framerate. Also, by having an add-on card with more memory, it reduces the change that any video processes will overflow into system RAM.

The speed of the system will increase a bit at higher resolutions like 1200x900 (custom), 1280x1024, 1600x1200 and so on......with a graphics card that has 256mb on board ram and your system doesn't share DDR ram. If your system has integrated video with shared ram between the video card and system ram then giving your video more ram will take it away from the system making it a bit to moderately slower.

increasing video ram will decrease system ram, if u have a total of 1gb of ram go ahead and change ur vid to 256, if total system is 512 use 128, if total system Ram is less than 512 only use 64. System ram is used by windows and all other programs running the more u have the more u can do
In My opinion i would add a video card that has 256 Ram already on it then u will not have to worry about that

If youre a gamer 1GB of ram is weak. You can get 2 1GB sticks of Kingston DDR2 533 on Newegg for $40. Video games depend on the video card more than anything. If you have a wimpy video card you are not going to make up for it by just adding more ram, althou your system would still run better.

It will affect your speed somewhat but if you have enough RAM, say 1Gb or more you will not notice the difference much.

It will slightly, but most likely it won't be all that noticeable unless you do a lot of gaming, etc. Then you may notice the better performance of refreshing the screen...
