Its like a continuation or part 2 of an action that has already been established. It means that the plaintiff is incorporating the same claim TODAY as previously set forth before the court.

It means that the plaintiff -- the one bringing the action-- doesn't want to go through the whole rigmarole of listing his allegations all over again and so he is in effect saying "ditto". Whatever he said previously, he repeats now without wanting to spell it out again.

It means,

- back at you, I am not repeating the allegations I stated earlier again here for your benefit in this action/claim against you, but you (the defendant) are the same guilty party that I iterated before. You know it, I know it and the American people know it....

So take that.....
