I agree with Le_Roche.
One additional comment. If money is so tight that you can't afford to tip properly, then you should not be sitting down at a meal with the expectation of quality service.
There is always takeout or home cooking. And don't give me "what about special occasions" crap. You need to figure the tip into your budget for the special occasion meal.
If all you have is enough for the meal/drinks and no tip then you should step down one level in your choice of restaurant.

Alot of people are just jerks about tipping. If I eat at a restaurant and was served I always lay down a minimum of $5
That means if I only spent 10 dollars, I still give five. I used to be a waitress at One point in college and thus I know how it feels to be stiffed.
Now on the other hand, my brother-in-law worked as a car hop at Sonic throughout college and he was tipped! Alot! He would come home on a Friday or Sat. night with about 150 dollars in cash! The is no way I would tip a car hop there. I bet if the people tipping him knew he was a manager and was making 10 bucks an hour, they wouldn't tip either. Those car hops already make over min. wage. Thus I feel it is unnecessary to tip them as they really only brought me my food walking just a bit further than a drive-in window would be.

My husband and I tip, but we operate on the premise of the "tip meter." We come in assuming a 15% tip, and then the tip meter begins to run. If we have to wait too long or ask for our menus, if we have to ask for utensils, napkins, refills...if the server doesn't inquire with us during the meal or brings us the check without seeing if we want to order dessert, we start deducting from the tip.
We recognize that servers make low wages, and we tip well for exceptionally good service. But servers who are indifferent or we feel would much rather be serving someone else gets tipped accordingly.

I think the people that don't tip are being cheap and know that 'they don't have to.' They are not considering the fact that many servers, especially those in less expensive dining make about $2.13/hr.
Also, I think a lot of times tips are witheld from the server because of an error on the order, when many times the error was not the server's responsibility.

Because their cheap and selfish. I'm with you, I tip right 25%. I know no longer work in the hospitality industry, but have in the past. I think alot of it is the younger generation

I don't tip if the tip is already included into the bill.
I don't tip if the service is no good.
I do tip if the service was great.
