because as it evolved it lost the need for big hands. the common perception is that t-rex was a hunter, and under those circumstances it seems weird that it wouldnt have bigger arms and hands for grasping prey. but the newer views on t-rex are that it was actually more of a scavenger, either running off other dinosaurs from their kills or eating dead stuff it found. if that's true it makes alot more sense because it wouldnt need arms and hands, sorta like a vulture. it would just need a good sense of smell, which it supposedly had and the ability to scare off other competitors
