Yes. It is phone harrassment. They can be charged with a misdemeanor, a gross, or even a felony, depending upon the circumstances and what was said.
For example, if you call a business and have them ask for a Ben Dover over the intercom, and do this several times, then it will most likely be a misdemeanor.
If you make a call that causes fear in someone, then it can be a gross or a felony.
Don't do it.

Yes... to what severity? it depends on what you said on the prank call...
It is becoming a crime just to do about anything... Taking too many breaths in one minute will eventually become a crime.

Yes, there are a few crimes you can be charged with, depending on the call. Harrassment for example.

no punishment...in fact i think they give awards for whoever makes the most useless 911 call in any given area each year...go for it....
