Assuming your don't have any health issues w/ your eyes (ex. cloudy contacts, irritation, allergies), here are a few tips:
1. Curl your top lashes.
2. Line the inner rims of your lower eye lids w/ a white eye pencil.
3. Try a coat of dark navy mascara @ just the tips of the lashes after applying a black mascara. If you have problems with mascara smearing, then try clear mascara just to help hold the curl.
4. Avoid harsh, dark eyeliners w/ dark eyeshadows. Wear a soft, slightly pearly champagne instead.
5. Use an eye wash or artificial tears to sooth your eyes and keep them moist.

I have the same so every empathy here is what I found very good and has brightnend my eyes up no end.
A good healthy diet cutting out all the tons of chocolate I ate and also coffee i drank. I gave up smoking and that has made a huge difference in three months.
Now for my eye make up I always use Rimmol recover foundation the one kate Moss uses and it does do as the ad says brighten your face making it look young and fresh all day. I find the best colours to bring out the colour in my eyes are brown,peach,green,lilac cream and some pinks. I always use a pencil eye liner as I am rubbish with a stick liquid thing. I line under my lids and also top, this will help make your eyes stand out more and when you put eye shadow on lid it will last longer. I put a brown on lid then smudge some dark green above just at the outside edge of eye on small amount to see it then cover with a lifgter green or cream this gives the illusion of smokey eyes and makes them stand out lots more.
mascara always do bottom lash first, top lashes always do top of lash going down THEN do under the top lashes upwards as this will make lashes open up and curl more upwards.
remember to think of the green in your eyes and use colours to bring them out not just in your make up but clothes.

If your eyes seem to lack sparkle then you need to use pale colours. Try using a little white (yes, white) eyeliner/kohl pencil inside the lower lid, then use black on the upper lid, thicker at the outside corner, just lightly in the centre, thren dust over that with either a bright metallic colour (in fashion this season) or just a plain pearlescent or shimmery white.
White eyeliner is good for combating the dulls sleepy red eyed look you get after alcohol, smoke or not enough sleep, and pale shimmery eyeshadow is a recognised way of bringing light and youth to your upper face.

Um, your eyes are green/brown enough said. I think you should draw attention to them by wearing smoky eye shadow or dark eyeliner. Mascara and eye brow pencil. Also, shimmer eye shadows too such as silver or lavender. Try to lay off on dark lip shades and maybe a clear or light colores gloss will do it. Keep the attention on your eyes. I don't think eyes say a lot about someone, it's their expression. So have a smile along with those pretty green/brown eyes! You are lucky!

A way to make your eyes look brighter is by applying a light color shadow or shimmer under your brow, the brow bone. this will give the illusion of added lift. Use mascara, eyeliner and shadow but never use to much eyeliner and try not to line around the eye, keep it on upper lid and if you do apply it on the lower lid keep it light and smudged, dark lines just appear harsh. Another problem women have is, they apply eye make up yet leave their dark circles or bags uncovered. apply something cold under your eye to reduce the swelling if you have puffy bags. and if you have dark circles cover them up! youll see that will brighten your look. thats the biggest thing, hide dark circles and you instantly look bright and awake!

You can wear a black eyeliner around your eyes, which will make your eyes stand out more, and also make them look a little brighter. In the morning, if your eyes are cloudy, try taking a cold, wet washcloth and hold it over your eyes for a few minutes. It will help you wake up and make your eyes look brighter!

Draw a fine line on the top eye lids as close to the eye lashes as possible. Then use shimmery white eyeshadow just above the fine line. This is my best bet quick fix.

For a stand out look, or evening wear, try using metallic green eyeshadow. Don't use too much--use it almost as eyeliner on top. Pair with black or dark green mascara.

k , to have brighter eyes, you have to use a pearl white eye shadow and use it very little on the inside of ure eye . i.e next to the red of ure eye and a little at the outer corner it makes you look like you a bright and wide awake.
i have one more suggetion. you can make ure eyes look beautifully dusky by using some black eyeliner and eyepencil since you have brownish green eyes!

to brighten your eyes the only thing u need to do is get some shimmering eye shadow to brighten them up dont use any dark ones use colours like gold and cream pink they will make ur eyes pop and try not to use a lot of black mascara use a diffrent shade
