1] Because we are lagging behind in the fundamental education system.
2] Every child in India is not enjoying even primary education.
3] The teachers themselves are lacking civic sense.
4] Parents view in bringing up children have to be changed. They have to be civilised first.
5] Poverty level has to go down.
6] Child labour can also be a cause.
7] We have to develop the attitude to adopt the good. We have to change ourselves. For example we Asians do dhanam to wash out our karma's. Instead we have to atleast help people by whatever the simple means that we could do for the needy neighbours to progress further without any expectation.
When we start thinking likewise boundaries widen. When this mentality develops we will definitely start thinking our nation as our home. When every individual works for it, that could be the tool to overcome our problem.

India is still in it's developmental stage. And no we don't lack urbanisation. And I don't think it would be wise to concentrate more on urbanisation. It would result in depletion of natural resources. But we must focus on proper development in the urban areas.

Secondly, India has a history of just 60 post independence years. We have a lot way to go. The history of modern USA is about 200 years (America separated from it's colonial sister in the year 1776). Have some patience. Progress has it's own pace.

Basically India is village-oriented country. Village community living is to be clearly explained to sociology people and Society and Community are not different. Urban living is for comforts and not necessaries. Luxuries automatically crop up next to comforths. Necessaries are given least importance. This way urbanisation show a blind path. Instead Village-oriented community living is encouraged, the Necessities are met, India flourishes as rich country only when we go nearer village type of living and not urbanisation in India.
