Who paid for his trip and who authorized it? How was he ever qualified? He is not an employee of CIA, nor is he an investigator or nuclear scientist.

And look at him, fat wrinkly face and a hair cut like he's 21. She is pretty nice, he's an old pair of balls.
It's clear now they are about the money and this is more of a publicity tour.

Dick Cheney wanted the CIA to investiage several leads. So the CIA picked one of their people, Valerie Plame, and she sent her husband. Joe Wilson is an ambassador, I guess they thought it would make for good cover? This type of things happens constantly at the CIA, where someone who knows someone gets sent to do something for somebody. Valeria probably knew a lot more than her husband, and she probably picked him and told him little so his conclusions would be non-biased.
