Uh...both!
I'm almost willing to bet that most of the people whose grammar is atrocious, are students sitting in class ignoring what's being taught. Instead, they prefer to use their lap tops to ask racist and hateful questions on Yahoo! Answers.
Does this mean technology has out-smarted itself with its dumbing down of our young folks? Humm...makes one wonder, doesn't it.

It's stupid if you use it on your school paper, memo, pamphlets, and what not. It's ok if you use it on chatrooms and stuff because it is more convenient.
