People sometimes base it on goals scored, but that really shouldn't determine who may be better. Gerrard has got the attitude and drive of a dedicated team leader. He's a complete, all around player and he does a great job of holding the team together.
Lampard is also a great player, but people depend on him to score instead of lead. That's where he goes soft because a lot of times he fails to deliver for his team (in regards to the ratio of goals scored to shots taken). But don't get me wrong, the shots he does take and the goals he does score can be pretty amazing!
They are both great players, but overall I would say that Gerrard dominates.

lampard is not even close to gerrard.
Gerrard is the best English player so far. And he is the only player I admire from Liverpool.
Lampard only plays well for Chelsea. But Gerrard plays well for both Liverpool and England.
