Neither, at present. It may become a rogue state if there is an anti-Musharraf coup, but Musharraf himself seems intent on toeing the international line (and especially on toeing the American line).

In my opinion it is close to being a failed state. This report below from today's paper is strong evidence that law and order are breaking down.

it's neither a failed nor a rogue state. Musharaf, the president, is pretty much playing the best hand he's got when dealing with the Al-Kheida-friendly tribes on the border with Afghanistan. That said, he could do more in trying to at least seem to be helping the fight against terror.
