Pertaining to your personal computer the police will need to get a Search Warrant signed by a Judge to get into your computer. They would have no reason to do this if you are applying for a job. If they had enough "Probable Cause" to justify a Warrant you would not get the job in the first place.
If you worked for the PD (or any employer) and used a PD/Company computer or your private computer for PD/Company business (on site or at home) then they have a legal right to access any information on your computer without a Warrant.
If you use your private computer at the PD/Company for personal use only (during breaks like lunch etc.) accessing your personal emails etc., they must get a Warrant to access your computer even though it is on PD/Company property.

Yes.. it is very easy to recover stuff out of a hard drive if the drive works fine. You don't need a "forensic" expert to do it.
Anyway, chat conversations are not going to be found, because they just fly in memory and are gone once you restart the computer. But if you log all your conversations, then they might be recovered even if you deleted them.
If you need to really "hide" anything download a free data shredder like this (http://sourceforge.net/projects/necroshredder/).
Use it to overwrite whatever you need to make dissapear. Then read about how to low level format your hard drive.
If you first shred the data and then low level format the HD, it will be impossible for any forensic to recover anything from that drive.
Applications that claim to "Clean your computer and browsing history in just one step!" and stuff like that will not work if you want to beat a forensic.
A faster way is to open the hard drive and use a screwdriver and a hammer on the plates. Scratch them and bend them as much as you can... the data will be gone :)

They can certainly recover a good bit of your activity based on file storage on the computer and logs from your ISP. Deleting a file off the computer generally only informs the operating system that the disk space is available for overwriting, it doesn't remove it from the disk (aka write 0's or random 0&1s). Software recovery programs for deleted or corrupted file systems are cheaply available to locate files like this.
As for the legality of this, I can't respond on that topic. I guess it depends on the position you are applying for. If the position requires access to sensitive information, then maybe you will go for a full scope lifestyle investigation.

all that history exist somewere. you can use firefox and its addon eztor thet hides it but in truth its vry hard and i dont know who would sit there and put all your stuff back together as far as messaging. the messenger service probably keeps it if your a national or state treat like a terrorist. if you write an email with the words terrorist or bom or president or kill all in the same thin g it will get stoped and read by someone else and well for example this message will flow thrue the internet and it will get stoped and awell it will go on its way but the ancer is that its to much trouble to do that it looks a lot essier on tv. so take it easy and sdont worry.

Of course it's legal.
I can't imagine someone wanting to recover information or find information on your hard drive because you were applying for a job.
But - everywhere you go and everything you do is stored until you write over it. Wanna clean your drive? Reformat, rewrite, and for god's sake.. get rid of the kiddie porn.

Ha, as quickly as I study the fourth one, I only had this image of a few wild eyed person typing away and then combating, slowly turning their head to the part with a daunting huge smile on their face, observing the guy next to them for somewhat, then slooowly turning their head lower back and continuing the frantic typing. guy, i won't have the ability to end giggling at that.
