Before you do - try UBUNTU (or XUBUNTU if your computer has less than 256MB of RAM).
It's a free, reliable and up to date operating system.
You can explore it from the "LIVE CD".
It's easy to install and use. You can dual boot it with other operating systems.
Once you have it installed, you gain access to thousands of free programs created by the open source community. There is excellent support - see the WIKI starter guide, and the Linux forums.
Always back up your data before making changes to your computer.

The pavilion looks like it comes with these specs:
Intel Celeron processor at 1.7 GHz, 128 MB of DDR SDRAM,
What about your optiplex?.. Find out wich one is faster.
You could move the HD and the memory to one computer to make it a little better. 128mb of ram is not enough for fedora or ubuntu. May be xubuntu but you better move the memory. See if the optiplex has DDR memory, then you will be fine.

Hi. Check to see if the memory is compatible, look for any cards in the PCI slots that are better or newer than the ones in your Optiplex. Use the best monitor. That kind of stuff.

You would be able to take the hard drive from it definitely. As for the memory and processor, you would have to check the compatibility of your motherboard as there are different memory and processor types which aren't compatible with all motherboards. CD and DVD drvies can be swapped over as well, there shouldn't be any problem with that.

I do not think that you can reuse parts from computer to computer with that big of an age difference, the motherboard difference, the ram difference.
I would need to know what you mean by quitting on you. Is the power going out, the computer freezeing, the monitor going out? If you can answer these questions then I may be able to give you a better answer.

Most likely you can use the hard drive and any CD\DVD drives.
You MAY be able to use the RAM or video card, but you'll have to go to HP's and DELL's website and check what type each computer uses. (Look fo rthe Owner's Manual and\or Specifications

posibly , yes. take the best mother bord and the best powersuply and if they both use the same memory take the larger amount but i must warn you no to mix memory. it just makes the system slower. i mean like the same type. and the biger hardrive but you will ultamitly lose all data and install a new system.
