It's just another way of demeaning the French.
When the term was first coined, the French were stereotyped as risqué or even vulgar.
Some other examples from the time:
French-pox -- genital herpes.
Additionally "phoque" is a word meaning seal (animal) in French.

Most people were taught that it's wrong to use them. Therefor people don't cuss very often. So when a cuss word does come out of ones mouth, it's like speaking a foreign language.

classic example of the axiom it is better to remain silent than to open ur mouth and remove all doubt if they think cussng is accepted language then they have no idea that french is the language of love i for one do not use that kind of language i guess i respect myself filthy mouth folks are a turn off for me
