A strange question. Matter doesn't have a standard state. A particular substance will exist in a particular state under standard conditions of pressure and temperature. Your phase diagram probably features a pressure and temperature beyond which the liquid/vapour distinction disappears. Is it to this that you refer? I don't know how you refer to matter in this condition I'm afraid.
