Maybe it was MTV...
I went to a concert in 1983 with A Flock Of Seagulls headlining, and their opening act The Fixx was a heck of a lot better. When A Flock of Seagulls played, the songs all had the same beat, and the band had no personality.
We would have never heard of these groups if it weren't for MTV. But there were a lot of groups that started sounding the same.

It's been around since forever. Look at Fabian Forte, the Monkees, the Archies, Milli Vanilli--as long as kids will buy whatever the TV sells them there will be made-up "bands."
