Not all water dwelling animals have a swim bladder, for instance crustaceans.

Swim bladders are not how fish breathe, they breathe by extracting the dissolved gas from water

Only buoyancy is resolved by this. It is a fishes way to preserve energy. Ever noticed how hard it is to remain just at the right depth under water? You either start sinking or floating and (even minor) movement is needed to stay in place.

Fish don't breath air...so that is out.
All water dwelling animals.....That is A LOT!!. Bacteria are water dwelling. No room for a swim bladder so nope.

Think of a swim bladder has the inner-ear of a human. It helps us to keep our balance. It doesn't help us breathe. It wouldn't be found in all water dwelling organisms.
